ENAN AD 2.20  Local aerodrome regulations

1  Restrictions - Non-scheduled civil air traffic
1.1 Aircraft registered in Norway:
The aerodrome is only available if landing permission has been obtained from the military representative at the aerodrome, prior to departure. (Application requirements according to “Regulations for charter and taxi flights from and to Norway” still apply).
1.2 Aircraft registered in another country than Norway:
Landing permission will only be granted if special circumstances so warrant. An application must be submitted to reach the Civil Aviation Authority at least 3 working days prior to estimated arrival. (Application requirements according to “Regulations for charter and taxi flights from and to Norway” still apply).
2  AD availability
2.1 AD approved for:
  • VFR operations in daylight and darkness,

  • IFR operations.

2.2 AD may not be used by civil ACFT with higher code letter than C without permission from the Norwegian CAA.

1  Radio communication failure
1.1 If experiencing radio communication failure flying VFR in CTR:
  1. Squawk 7600,

  2. Proceed via routes as shown in AD 2 ENAN 6 -1 and hold 1 NM NW of AD or 1 NM E of AD at 500 FT.

  3. Flash LDG LGT and watch TWR for visual signals.

2  Low visibility procedures
2.1 Low visibility procedures (LVP) enabling low visibility take-off (LVTO) will not be established.
3  Procedure in reduced visibility
3.1 Due to insufficient back-up power to RWY edge and RWY end LGT the airport will be closed when the visibility is less than
600 M (day) or 400 M (night). This corresponds with RVR 800 M converted in accordance with BSL EU OPS 1 Subpart E
Appendix 1 to 1.430 table 9.
3.2 In weather conditions where HLDG PSN markings are not visible or have reduced effect, there will be only one movement at a time allowed on the manoeuvring area.

ENAN AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Frangible distance markers on strip, every 1000 FT on both sides of RWY 14/32, 22 M from RWY edge, height 1.4 M. REF para 3.4.6.
1.2 Longitudinal slopes on the graded part of strip are steeper than prescribed close to all PAPI installations as well as between TWY D1 and D2. REF para 3.4.13.
1.3 Transverse slopes on strip several places along RWY 14/32 are steeper than prescribed. REF para 3.4.15 and 3.4.16.
1.4 Longitudinal slopes on TWY A between apron 2 and civil apron, A2, D between D1 and D2 as well as TWY D2, D3 and D4 are steeper than prescribed. REF para 3.9.8.
1.5 The slopes on aircraft stands at some parts of the civil apron are steeper than prescribed. REF para 3.13.5.
1.6 RWY AHEAD is used as mandatory instruction marking. REF para 5.2.16.
1.7 THR lights consist of wing bars only. REF para 5.3.10.5.
1.8 RWY end lights consist of wing bars only. REF para 5.3.11.3.
1.9 Military apron 4 has no floodlight. REF para 5.3.24.4.
2  Special requirements for aircraft operators performing commercial transportation into Andøya airport, Andenes
2.1 The aircraft operator shall establish crew qualification requirements; route and aerodrome competence qualification according to EASA AMC1 ORO.FC.105. The qualification shall at least be as required for aerodrome category B.
2.2 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Approach and runway lights
3.1 The light intensity for sequenced flashing lights, high intensity APCH, THR, PAPI, RWY edge and RWY end LGT are adjustable in 6 stages, intensity 0.3 - 1 - 3 - 10 - 30 - 100 %, REF AD 1.1.
4  Caution
4.1 Wind shear may occur on short final RWY 21 and 32 when wind 200-270 DEG above 25 KT.
5  Photographing prohibited
5.1 With reference to the Defence Secrets Act section 3, photographing at the AD is prohibited.
