ENBS AD 2.20  Local aerodrome regulations

1  AD availability
1.1 AD approved for:
  • VFR operations in daylight and darkness,

  • IFR operations.

Note: AD is approved for CAT I operations but not CAT II or III operations.

1.2 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 28 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 4 weeks prior to operations.
1.3 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 - 0600 UTC.
1.4 Permission for other use of AD outside HR of OPER, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENBS AD 2.2.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6

1  Procedure in reduced visibility
1.1 Due to insufficient back-up power on RWY edge and RWY end LGT Båtsfjord airport will be closed when visibility is less than 600 M (day) or 400 M (night). This corresponds with RVR 800 M converted in accordance with EU OPS 1 Subpart E Appendix 1 till 1.430 table 9.
1.1 Airport marking and light REF AD 2.9 and 2.14
1.2 RVR 800 M or less: Secondary power supply activated to ensure reaction in the span of 1 SEC.
1.3 RVR 550 M or less: No ACFT movements on the manoeuvring area allowed.
2  Radio communication failure
2.1 If experiencing radio communication failure flying VFR in TIZ:
  1. Squawk 7600,

  2. Hold 1NM SE of TWR at 1500 FT,

  3. Flash LDG LGT,

  4. Watch TWR for visual signals.

ENBS AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Transverse slopes on runway are steeper than prescribed,
REF para 3.1.19.
1.2 Slopes on outer parts of runway strips are in some areas steeper than prescribed, REF para 3.4.13 and 3.4.15.
1.3 RESA for undershoot not established, REF para 3.5.1.and AD 2.12.
1.4 Longitudinal slopes on TWY B are steeper than prescribed, REF para 3.9.9.
1.5 Aiming point not located as prescribed, REF para 5.2.5.3.
1.6 RWY AHEAD is still in use as a mandatory instruction marking, REF para 5.2.16.
1.7 Outer bar on both approach light systems have fewer lights than prescribed, REF para 5.3.4.11.
1.8 PLASI in use as visual glide slope indicator, REF para 5.3.5.4.
1.9 Runway end lights are provided by wing bars, REF para 5.3.11.3.
1.10 Not all runway holding position signs are illuminated as prescribed, REF para 5.4.1.7

2  Special requirements for aircraft operators performing commercial transportation into Båtsfjord airport
2.1 The aircraft operator shall stipulate special crew qualification requirements (Cat B, REF EASA AMC1 ORO.FC.105).
2.2 Departure procedures, take-off minima, take-off weight limitations shall be documented.
2.3 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Caution
3.1 Wind shear/down drafts/turbulence may occur on final approach to RWY 21 when wind from WNW.
3.2 In voice communication from ATS, including ATIS, wind direction is given as magnetic direction.
In written communication, METAR, SPECI and TAF, the geographical wind direction is given. Hence, there will be a difference between wind direction given orally from ATS, including ATIS, and written MET information.
4  Approach and runway lights
4.1 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
5  Miscellaneous
5.1 If performing aircraft engines testing when other local traffic is present, the testing shall take place at aircraft stand 4, with air stream directed SW. If no other traffic present engine testing may take place at runway thresholds.
