ENBV AD 2.20  Local aerodrome regulations

1  AD availability
1.1 AD approved for:
  • VFR operations in daylight and darkness,

  • IFR operations.

1.2 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 28 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 4 weeks prior to operations.
1.3 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 - 0600 UTC.
1.4 Permission for other use of AD outside HR of OPER, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENBV AD 2.2.
2  Special requirements for aircraft operators performing commercial transportation into Berlevåg airport
2.1 The aircraft operator shall stipulate special crew qualification requirements (Cat B, REF EASA AMC 1.ORO.FC.105).
2.2 Aircraft operators without steep approach approval shall describe how the flight crew shall use the visual aids (visual approach guidance system and runway markings).
2.3 Departure procedures, take-off minima and take-off weight limitations shall be documented.
2.4 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Additional requirements
3.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6

1  Radio communication failure
1.1 If experiencing radio communication failure flying VFR in TIZ. REF ENBV chart "Visual Approach Chart - ICAO":
  1. Squawk 7600,

  2. Hold 1 NM WSW of THR 06,

  3. Flash LDG LGT, and watch TWR for visual signals.

  4. Look for light signals from camera mast 265 M N of the terminal.

2  Procedure in reduced visibility
2.1 Due to insufficient back-up power on RWY and APCH LGT the AD will be closed when visibility is less than 600 M (day) or
400 M (night). This corresponds with RVR 800 M converted in accordance with BSL EU OPS 1 Subpart E Appendix 1 to 1.430 table 9.

1  Differences from ICAO Annex 14 SARPS
1.1 RESA in front of THR RWY 24 is shorter than prescribed,
REF para 3.5.3.
1.2 Aiming points are not placed in accordance with specifications,
REF para 5.2.5.3
1.3 “RWY AHEAD” is used as mandatory instruction marking,
REF para 5.2.16.
1.4 PLASI is used as visual slope indicator, REF para 5.3.5.4.
1.5 RWY lead-in LGT is not in accordance with specifications,

1.6 THR lights consist of wing bars only, REF para 5.3.10.5.

1.8 Holding position signs are not illuminated as prescribed,

2  Engine testing
2.1 Engine tests shall be performed at GA-parking, with the airflow directed eastward.
3  Caution
3.1 In voice communication from ATS wind direction is given as magnetic direction.
In written communication, METAR, SPECI and TAF, the geographical wind direction is given. Hence, there will be a difference between wind direction given orally from ATS and written MET information.
4  Approach and runway lights
4.1 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
