ENKR AD 2.20  Local aerodrome regulations

1  AD availability
1.1 AD approved for:
  • VFR operations in daylight and darkness,

  • IFR operations.

Note: AD is approved for CAT I operations but not CAT II or III operations.

1.2 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 52 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 4 weeks prior to operations.
1.3 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 - 0600 UTC.
1.4 Permission for other use of AD outside HR of OPER, REF AD 1.1 para 1.3, may be requested by a written application to
AD ADMIN, REF ENKR AD 2.2.
1.5 AD is facilitated level 2. All commercial flights that use the terminal building shall submit their schedules to the national Facilitator:

2  Special requirements for aircraft operators performing commercial transportation into Kirkenes airport
2.1 The aircraft operator shall stipulate special crew qualification requirements (Cat B, REF EASA AMC1 ORO.FC.105).
2.2 Departure procedures, take-off minima, take-off weight limitations shall be documented.
2.3 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Low visibility procedures
3.1 Low visibility procedures enabling low visibility take-off (LVTO) not established.
4  Procedure for operations in reduced visibility
4.1 RVR 1000 M or less.
Emergency power supply activated to ensure reaction in
1 - one - second.
4.2 RVR between 550 M and 400 M:
1 - one - aircraft on the manoeuvring area at the time. No vehicles allowed on the manoeuvring area except ATC controlled cars for leading and RVR service.

1  Minimum Sector Altitude (MSA)/ Terminal Arrival Altitude (TAA)
1.1 MSA/TAA based on obstacle/terrain information in Norwegian territory.
2  Radio communication failure
2.1 If experiencing radio communication failure flying VFR in CTR:
  1. Squawk 7600,

  2. Proceed according to CPL

  3. Hold 1,9 NM N (Steinskjeret) or 2,1 NM S (Strømmen) of AD at 500 FT,

  4. Watch TWR for visual signals

1  Differences from ICAO Annex 14 SARPS
1.1 Transverse slope on parts of the RWY shoulder is steeper than prescribed, REF para 3.2.4
1.2 Ungraded part of strip contains obstacles; antennaes, instrument cabins, WDI and anemometers. REF para 3.4.6 and chapter 9.9.
1.3 Longitudinal slopes on parts of the strip is steeper than prescribed, REF para 3.4.13.
1.4 Transverse slopes on parts of the strip is steeper than prescribed, REF para 3.4.15.
1.5 Longitudinal slope on TWY B is steeper than prescribed,
REF para 3.9.8.
1.6 Transverse slope on TWY D is steeper than prescribed,
REF para 3.9.11.
1.7 “RWY AHEAD” is used as mandatory instruction marking, REF para 5.2.16.
1.8 Simple TDZ lights are replaced by balked landing guidence lights, REF para 5.3.14 and Approach and runway lights.

2.1 VOR RWY 05

The procedure does not comply with PANS-OPS criteria for straight-in approach. Final approach course intersects the extended RWY centre line less than 1400 M from THR.

3  Restrictions
3.1 AD is within EN R402. Restrictions concerning EN R402,
ENR 5.1 refers.
4  Caution
4.1 In voice communication from ATS, including ATIS, wind direction is given as magnetic direction.
In written communication, METAR, SPECI and TAF, the geographical wind direction is given. Hence, there will be a difference between wind direction given orally from ATS, including ATIS, and written MET information.
4.2 Turbulence and wind shear may occur on short final RWY 05
and climb-out RWY 23 at wind directions SE and NW and above 20 KT.
5  Approach and runway lights
5.1 The light intensity for high intensity APCH LGT is adjustable in
5 stages, intensity 0,3 - 1 - 10 - 30 - 100 %, REF AD 1.1.
5.2 "Balked LDG guidance lights" installed, 2 Y LGT outside each edge of RWY, in a given distance after THR, REF ENKR AD 2.14.10.
