ENRA AD 2.20  Local aerodrome regulations

1  AD availability
1.1 AD approved for:
  • VFR operations in daylight and darkness,

  • IFR operations.

1.2 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 26 M. Other exceptions will not be granted.
1.3 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 - 0600 UTC.
1.4 Permission for other use of AD outside HR of OPER, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENRA AD 2.2.
2  Special requirements for aircraft operators performing commercial transportation into Mo i Rana airport
2.1 The aircraft operator shall stipulate special crew qualification requirements (Cat C, REF EASA AMC1 ORO.FC.105).
2.2 Aircraft operators without steep approach approval shall describe how the flight crew shall use the visual aids (visual approach guidance system and runway markings).
2.3 Departure procedures, take-off minima, take-off weight limitations shall be documented.
2.4 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Additional requirements
3.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6
4  Use of TWY A
4.1 TWY A is only approved for daylight operations.

1  Procedure in reduced visibility
1.1 All ACFT OPS prohibited when visibility is less than 800 M.
2  Radio communication failure
2.1 If experiencing radio communication failure flying VFR in TIZ:
  1. Squawk 7600,

  2. Hold 1 NM SW of TWR (W of river) at 700 FT,

  3. Flash LDG LGT,

  4. Watch TWR for visual signals

ENRA AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 The transverse slope of the strip at the drain trench northwest of THR 14 is steeper than specified in the requirements, ref. para 3.4.15
1.2 The aiming points are located 150 M from THR, ref. para 5.2.5.3.
1.3 RWY AHEAD in use as a mandatory instruction marking,
ref. para 5.2.16
1.4 PLASI is used as visual glide slope indicator, ref. para 5.3.5.4 and AIP AD 1.1.
1.5 RWY lead-in LGT are not in accordance with the requirements,
ref. para 5.3.7.
1.6 THR LGT consists of wing bars only, ref. para 5.3.10.5.
1.7 RWY end LGT consists of wing bars only, ref. para 5.3.11.3.
1.8 Simple touchdown zone lights are replaced by balked LDG guidance lights. REF para 5.3.14.
2  Differences from ICAO DOC 8168 VOL II - Construction of Visual and Instrument Flight Procedures
2.1 AD 2 ENRA 5-1 RNAV(GNSS)-A:
Precision circling corridor width (1 KM) is less then recommended.
2.2 AD 2 ENRA 5-3 LOC-B:
Precision circling corridor width (1 KM) is less than recommended.
2.3 AD 2 ENRA 5-4 LOC-C:
Precision circling corridor width (1 KM) is less than recommended.

OCA(H) based on 2.5% missed approach climb gradient is not published for this procedure.
2.4 AD 2 ENRA 5-5 NDB-D:
Precision circling corridor width (1 KM) is less than recommended.
3  Airspace restrictions
3.1 Parts of Helgeland TMA is also a part of TSA. When activated this will restrict IFR operations to and from Mo i Rana/Røssvoll aerodrome. For activation periods REF ENR 5.2 and DLY AUP.
4  Approach and runway lights
4.1 The APCH LGT and the lights at the aerodrome may be switched on automatically, REF AD 1.1.
4.2 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
5  Engine testing
5.1 If performing engine test, this shall be performed at RWY THR.
6  Caution
6.1 Downdraft may occur on short final to RWY 13 when geostrophical wind SE above 20 KT.
