ENRM AD 2.20  Local aerodrome regulations

1  AD availability
1.1 AD approved for:
  • VFR operations in daylight and darkness,

  • IFR operations.

1.2 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 28 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 8 weeks prior to operations.
1.3 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 - 0600 UTC.
1.4 Permission for other use of AD outside HR of OPER, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENRM AD 2.2.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6

1  Radio communication failure
1.1 If experiencing radio communication failure when flying VFR in TIZ (REF AD 2 ENRM 6 - 1):
  1. Squawk 7600,

  2. Proceed towards the AD FM W or E without crossing extended CL RWY 04 or 22,

  3. Hold 0,5 NM NW or SE at 500 FT,

  4. Flash LDG LGT and watch TWR for visual signals.

ENRM AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 ACFT on apron constitutes an obstacle on the ungraded part of strip. REF para 3.4.6 and chapter 9.9.
1.2 Transverse slopes on strip is some places steeper than prescribed.
REF para 3.4.15.
1.3 Longitudinal slope on TWY A and B is steeper than 1.5%.
REF para 3.9.9.
1.4 Aiming points are 150 M from THR. REF para 5.2.5.3.
1.5 “RWY AHEAD” is used as mandatory instruction marking,
REF para 5.2.16.
1.6 PLASI is used as visual slope indicator, REF para 5.3.5.4.
1.7 THR lights consist of wing bars only, REF para 5.3.10.5.
1.8 RWY end light consist of wing bars only, REF para 5.3.11.3.
1.9 Signs are not illuminated as prescribed in Appendix 4,
1.10 Not all terrain penetrating the Obstacle Limitation Surfaces is lit, REF para 6.2.3.
1.11 Simple touchdown zone lights are replaced by balked LDG guidance lights. REF para 5.3.14.
2  Special requirements for aircraft operators performing commercial transportation into Rørvik airport
2.1 The aircraft operator shall establish crew qualification requirements; route and aerodrome competence qualification according to EASA AMC1 ORO.FC.105. The qualification shall at least be as required for aerodrome category B.
2.2 The aircraft operator shall stipulate special limitations with regard to surface wind.
2.3 The aircraft operator shall stipulate special requirements with regard to runway status.
2.4 Aircraft operators without steep approach approval shall describe how the pilot shall use the visual aids (visual approach guidance system and runway markings).
2.5 The aircraft operator shall prepare departure procedures, take-off minima and performance calculations.
2.6 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Approach and runway lights
3.1 The APCH LGT and the lights at the aerodrome may be activated automatically, REF AD 1.1.
3.2 The light intensity for sequenced flashing lights to RWY 22 is adjustable in 3 stages, 10 - 30 - 100 %
3.3 The light intensity for APCH LIH, THR, END, balked landing, RWY CL and RWY edge LGT is adjustable in 5 stages,
1 - 3 - 10 - 30 - 100 %
3.4 The light intensity for PLASI is adjustable in 4 stages,
1 - 10 - 30 - 100 %
3.5 "Balked LDG guidance lights" installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
4  Caution
4.1 Turbulence/wind shear may occur on final RWY 22 with variable winds from SE to S more than 20 KT.
