ENRS AD 2.20  Local aerodrome regulations

1  AD availability
1.1 AD approved for:
  • VFR operations in daylight and darkness,

  • IFR operations.

1.2 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 26 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 4 weeks prior to operations.
1.3 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 - 0600 UTC.
1.4 Permission for other use of AD outside HR of OPER, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENRS AD 2.2.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6

1  Radio communication failure
1.1 If experiencing radio communication failure when flying VFR in TIZ, REF AD 2 ENRS 6-1:
  1. Squawk 7600,

  2. Hold 1 NM W of Røstlandet at 500 FT,

  3. Flash LDG LGT,

  4. Watch TWR for visual signals from camera mast 250M WNW of APRON.

2  Operations under limited visibility conditions
2.1 Aerodrome marking and lighting details, REF ENRS AD 2.9, 2.14 and AD 2 ENRS 2-1.
2.2 RVR 800 M or less:
  1. Secondary power supply ensures activation within
    1 - one - SEC

  2. Only one - 1 - ACFT on the manoeuvring area at the same time. No vehicles are allowed on the manoeuvring area except for “follow-me” and RVR services as instructed by ATS.

2.3 RVR 550 M or less:
LVP not established. No aircraft operations allowed.

ENRS AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1  Terrain penetrating conic obstacle limitation surface, not lighted, REF para 6.1. Ungraded part of strip contains obstacles (ACFT on stands), REF para 3.4.6 and ch. 9.9.
1.2  Objects within safety area are not frangible and of low mass,
REF para 9.9.
Transverse slopes on runway strip exceed requirements in some areas, REF para 3.4.15.
1.3  Apron partly within safety area. Reduced RESA for undershoot, REF para 3.5.3.
1.4  ACFT on apron form obstacles within the safety area, REF para 3.4.6. and 9.9. Terrain penetrates western part of CWY 21 up to 1,5 M outside 40 M from RWY CL and 70-90 M after RWY END, REF para 3.6.
1.5  Transverse slopes on safety area at some points exceed the required percentage, REF para 3.4.15. Aiming points are located 150 M from THR, REF para 5.2.5.3.
1.6  Undershoot RESA are shorter than prescribed, REF para 3.5.3. RWY AHEAD in use as a mandatory instruction marking, REF para 5.2.16.
1.7  Terrain penetrates west part of CWY 21 with MAX 1,5 M,
MIN 40 M from RWY end, REF para 3.6.4.
Simple touchdown zone lights are replaced by balked landing guidance lights, REF para 5.3.14.
1.8  Aiming points are located 150 M from THR, REF para 5.2.5.3. PLASI is used as visual glide slope indicator, REF para 5.3.5.4.
1.9  PLASI is used as visual approach slope indicator system,
REF para 5.3.5.,
RWY END lights consist of wing bars only, REF para 5.3.11.3.
1.10  THR LGT consists of wing bars only, REF para 5.3.10. Signs are not illuminated in accordance with the provisions of Appendix 4, REF para 5.4.1.7.
1.11 RWY end LGT consists of wing bars only, REF para 5.3.11.3.
1.12 Signs are not lit as prescribed, REF para 5.4.1.7.
1.13 Simple touchdown zone lights are replaced by balked LDG guidance lights. REF para 5.3.14.
2  Special requirements for aircraft operators performing commercial transportation into Røst airport
2.1 The aircraft operator shall stipulate special crew qualification requirements (Cat B, REF EASA AMC1 ORO.FC.105).
2.2 Aircraft operators without steep approach approval shall describe how the flight crew shall use the visual aids (visual approach guidance system and runway markings).
2.3 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Approach and runway lights
3.1 The APCH LGT and the lights at the aerodrome may be activated automatically, REF AD 1.1.
3.2 The light intensity for APCH LIL is adjustable only ON/OFF.
3.3 The light intensity for APCH LIH, THR, aiming point, balked landing, RWY CL, RWY edge and RWY end is adjustable in
5 stages, 1 - 3 - 10 - 30 - 100 %
3.4 The light intensity for PLASI is adjustable in 4 stages,
1 - 10 - 30 - 100 %
3.5 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
