ENSG AD 2.20  Local aerodrome regulations

1  AD availability
1.1 AD approved for:
  • VFR operations in daylight and darkness,

  • IFR operations.

1.2 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 26 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 8 weeks prior to operations.
1.3 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 - 0600 UTC.
1.4 Permission for other use of AD outside HR of OPER, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENSG AD 2.2.
2  Special requirements for aircraft operators performing commercial transportation into Sogndal airport
2.1 The aircraft operator shall stipulate special crew qualification requirements (Cat C, REF EASA AMC1 ORO.FC.105).
2.2 The aircraft operator shall stipulate special limitations with regard to upper wind.
2.3 The aircraft operator shall stipulate special limitations with regard to surface wind.
2.4 The aircraft operator shall stipulate special requirements with regard to runway status.
2.5 Aircraft operators without steep approach approval shall describe how the flight crew shall use the visual aids (visual approach guidance system and runway markings).
2.6 Departure procedures, take-off minima, take-off weight limitations shall be documented.
2.7 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Additional requirements
3.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6

1  Circling
1.1 Circling S of AD only.
2  Radio communication failure
2.1 Radio communication failure when flying VFR in TIZ:
  1. Squawk 7600,

  2. Proceed to “FRON” 4 NM SW of AD (PWR lines which cross Sognefjorden),

  3. Enter “FRON” at 3000 FT AMSL,

  4. Flash LDG LGT and watch TWR for visual signals.

3  Procedure in reduced visibility
3.1 RVR 800 M or less:
  1. Emergency power supply activated to ensure reaction in
    1 -one- second.

  2. 1 -one- aircraft on the manoeuvring area at the time. No vehicles allowed on the manoeuvring area except cars performing follow-me and RVR service initiated by ATS.

3.2 RVR 550 M or less:
Procedure in reduced visibility not established. No aircraft operations allowed.
4  De-icing
4.1 De-icing shall be performed at the dedicated de-icing platform.
5  Contact with ENSG AFIS within Sogn TIA
5.1 Within 15 NM from SOG VOR/DME, from 5500 FT AMSL to FL085, traffic shall be in contact with ENSG AFIS 119.300 MHZ for ATS. ALTN FREQ Stavanger Control 124.700 MHZ.

Note: This area lies within Sogn TIA, airspace class G. Two-way communication with ATS is compulsory.

2  Approach and runway lights
2.1 The APCH LGT and the lights at the aerodrome may be switched on automatically with a predefined light intensity of 10 %,
REF AD 1.1.
2.2 The light intensity for high intensity APCH LGT, THR, aiming point, balked landing, RWY CL, edge and end is adjustable in
5 stages, intensity 1 - 3 - 10 - 30 - 100 %.
2.3 The light intensity for PLASI LGT is adjustable in 4 stages, intensity 1 - 10 - 30 - 100 %, REF AD 1.1.
2.4 The light intensity for low intensity APCH LGT is not adjustable,
2.5 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
3  Caution
3.1 Wind shear/eddies/downdrafts may occur on short final RWY 06 and 24. Wind S-SW / 20 KT or more and wind NW-NE / 30 KT or more.
3.2 Moderate, occasionally severe, turbulence may occur on final with wind 200°-320° / 30 KT or more.
3.3 Downdraft may occur at and below FL 80 with wind from
S / 30 KT or more.
