ENTO AD 2.20  Local aerodrome regulations

1  AD AVBL
1.1 PPR for all general aviation flights planning to park at the airport. Planned duration of parking shall always be stated.

1.2 The following ACFT is exempted from PPR: .
  • ACFT with base at Sandefjord/Torp.

  • ACFT requiring maintenance at local repair facilities .

  • ACFT refuelling without need for parking.

1.3 PPR for ACFT code letter D MNM 7 days before planned operation
1.4 Special flights, e.g. HOSP, police, MIL, transportation of convicts or refugees, contact Sandefjord airport TEL +47 33 42 70 30 for PRKNG and other arrangements.
2  Parking
2.1 All ACFT on main apron will be parked nose-in. ACFT stand 1 and 15 may also be used for self manoeuvring.
2.2 ACFT that are subject to PPR shall normally park on GA Apron inside defined parking stands (stand 32, 33, 34) - unless other parking is assigned when PPR is obtained, or when assigned by ATC after landing.
3  ATC clearance
3.1 ATC clearance can be requested from Torp Ground 10 MIN prior to engine start, and shall be obtained before commencing taxiing.
4  Start-up
4.1 Approval for start-up shall be obtained from Torp Ground unless other information is transmitted on ATIS.
4.2 Request for start-up shall include the following:
  • aircraft position,

  • codeletter for received ATIS broadcast,

  • request for de-icing if needed.

5  Push-back procedures are established.
5.1 Approval for push-back shall be obtained from Torp Ground unless otherwise instructed via ATIS
5.2 Push-back shall commence immediately after approval is obtained.
6  De-icing of aircraft
6.1 De-icing of aircraft may only be performed on Deice Apron,
REF AD ENTO 2-1 Aerodrome chart.
6.2 Before start-up, contact handling agent and request de-icing.
6.3 On first contact with GND/TWR prior to departure (normally before obtaining ATC clearance), inform that de-icing is required.
6.4 After start-up, contact GND/TWR for taxi clearance to Deice Apron.
6.5 Transfer to deicing coordinator frequency will take place when entering Deice Apron.
6.6 HLDG PSN N1 and S1 for de-icing is established.
6.7 De-icing will normally take place from PSN N, but PSN S may be used during periods with strong southerly wind.
6.8 When de-icing is completed, contact TWR for taxi clearance.
7  Reduced runway separation
7.1 Reduced runway separation may be applied between Category 1 and Category 2 aircraft, in accordance with AD 1.1 para. 6.6
7.2 Minimum separation for RWY 18 and RWY 36:
7.2.1 Between a landing Cat. 1 aircraft and a preceding Cat. 1 or Cat. 2 aircraft: 600 M
7.2.2 Between a landing Cat. 2 aircraft and a preceding Cat. 1 or Cat. 2 aircraft: 1500 M
7.2.3 Between a departing Cat. 1 aircraft and a preceding Cat. 1 or Cat. 2 aircraft: 600 M
7.2.4 Between a departing Cat. 2 aircraft and a preceding Cat. 1 or Cat. 2 aircraft: 1500 M
7.3 When reduced RWY separation is being used, involved aircraft will receive relevant traffic information when clearance for landing or take-off is given.
8  Fuelling

10  Reduced engine taxi
10.1 Neither before departure or after landing is it allowed to taxi an ACFT with reduced number of engines when the ACFT shall cross the RWY or taxi via the RWY.

ENTO AD 2.21  Noise abatement procedures

1  Jet powered aircraft
1.1 After departure RWY 18 jet powered aircraft shall climb straight ahead to TO909 (RNAV SID) or DME 5 TOR (Omni-directional DEP) before turning on track.
2  Training flights
2.1 Training flights for ACFT with MTOM 5700 KG or below involving repetitive use of traffic patterns for the RWY are limited to MON-FRI 0700-1900, SAT 0700-1600 and SUN 1200-1700.
2.2 Based on application, Sandefjord lufthavn AS may permit individual ACFT with MTOM 5700 KG or below, as well as a certified noise level below 72db(A), to perform training flights involving repetitive use of landing circuits for the RWY during ATS opening hours, except SUN 0500-1100 and days listed in para 2.5 below.
2.3 Training flights for ACFT with MTOM above 5700 KG involving repetitive use of traffic patterns for the RWY are limited to
MON-FRI 0700-1900 and SAT 0700-1600.
2.4 Training flights for HEL involving repetitive use of traffic patterns for TWY Y and TWY B are limited to MON-FRI 0700-1900, and SAT 0700-1600.
2.5 Flights mentioned in para 2.1, 2.2, 2.3 and 2.4 are not allowed on January 1st, Maundy Thursday, Good Friday, Easter Sunday,
May 1st, May 17th, Ascension Day, Whit Sunday, Christmas Day and Boxing Day.
2.6 Based on application, Sandefjord lufthavn AS may give dispensation for all types of training flights involving repetitive traffic patterns MON - THU 1900-2100 in the calendar months MAR and OCT.
3  Use of APU
3.1 Use of APU shall not exceed 5 MIN after landing or 5 MIN prior to departure.
4  Engine tests
4.1 Engine test at parking stand is only allowed when a technical problem exists at start up for a scheduled or a non-scheduled flight, and where the operator has an immediate need to decide whether the aircraft requires repair before being used in operational service.
4.2 Engine test as part of technical maintenance shall normally be performed in the engine test area adjacent to TWY B. However, engine test at idle thrust can be performed outside hangars when the use of the engine test area, including taxiing, will result in a higher total noise load.
4.3 Engine test as part of technical maintenance outside the airport opening hours is only allowed when specific approval has been received from Sandefjord lufthavn AS.
5  Operations with fighter aircraft
5.1 Fighter aircraft shall not use afterburner unless the type of mission or safety reasons requires such use.

ENTO AD 2.22  Flight Procedures

1  Operations in reduced visibility
1.1 Procedures for operations in visibility categories “Visibility Condition 2” and “Visibility Condition 3” have been established,
REF ICAO Doc 7030.
1.2 “Visibility Condition 2” occurs when ATC cannot exercise control of traffic based on visual surveillance of the manoeuvring area.
1.3 “Visibility Condition 3” occurs when pilots no longer are able to ensure their own separation from other traffic when taxiing on the manoeuvring area, normally when RVR less than 400M.
1.4 A system for surveillance of ground traffic (GND SUR) is available to ATC. The system is supplementary tool. That means that positional data in this system must be verified by either visual observations by ATC or by reports by pilots.
1.5 If GND SUR is unavailable, will the information «Ground Surveillance unavailable. Limited aerodrome capacity» be published on ATIS
1.6 A system for surveillance of air traffic (AIR SUR) is available
to ATC.
1.7 If AIR SUR is unavailable, will the information «Air Surveillance unavailable. Limited airspace capacity» be published on ATIS.
2  Reduced aerodrome visibility procedure (RAVP)
2.1 RAVP will be activated when VIS/RVR is below 1500 M or cloud base/vertical visibility is close to CAT I minima or when LVP is terminated, REF ICAO EUR Doc 013.
2.2 Stop bars in all CAT I RWY HLDG PSN activated.
2.3 ATC considers if traffic volume must be reduced.
2.4 ATC initiates preparations for LVP when RVR drops below 1000 M and/or when cloud base / vertical visibility is at or below minima for CAT I.
2.5 When VIS/RVR improves above 1500M and/or cloud base/ vertical visibility is above CAT I minima, and this is a persistent trend, RAVP will be terminated.
3  Low visibility procedure (LVP)
3.1 LVP will be in force when RVR is below 550 M and/or ceiling / vertical visibility is below CAT I minima.
3.2 LVP in operation will be published on ATIS.
3.3 Stop bar in CAT II RWY HLDG PSN on TWY Y activated.
3.4 When RVR is below 550 M, only CAT II approaches to
RWY 18 only and Low Visibility Take-Off (LVTO) for both RWY 18/36 will be allowed

The following visibility limitations apply:

  • CAT II APCH: RVR 300 M or more.

  • LVTO RWY 18: RVR 250 M or more.

  • LVTO RWY 36: RVR 150 M or more.

3.5 During snowfall when RWY CL LGT and TWY CL LGT are, or are expected to be, covered by snow before CAT II APCH or LVTO takes place, CAT II APCH will be suspended and RVR minima raised to 400 M for LVTO.
3.6 ATC will immediately inform if relevant systems and equipment status dictates changes or restrictions in the traffic flow.
3.7 If GND SUR and AIR SUR is available for use by ATC, a maximum number of three departing aircraft will be allowed on separate sections on TWY Y (between TWY B and A, between de-ice platform and TWY B, and along de-ice platform), at the same time as the RWY is being used for landing.
3.8 If GND SUR and/or AIR SUR is unavailable for use by ATC, only one aircraft will be allowed on the manouvring area at the same time.
3.9 When RWY 18 is used for landing, aircraft holding in CAT I RWY HLDG PSN (A, B, C, W1, W2 eller W3) are not allowed – unless reduction in RVR to less than 550M takes place during approach before landing.
3.10 Aircraft performing LVTO RWY 18 shall be airborne and shall have passed LOC RWY 18 before aircraft on CAT II approach is passing 6 NM from THR.
3.11 Vehicles under control by ATC and performing RVR service are allowed to operate on the RWY provided the RWY is not used for landing or departure.
3.12 Vehicles under control by ATC and performing follow-me service are allowed to operate on the manoeuvring area based on specific regulations for such service.
3.13 When RVR is more than 550M and cloud base/vertical visibility is higher than for CAT I minima, and this is a persistent trend, LVP will be terminated. This may be a transition to RAVP.
4  Simultaneous traffic circuits
4.1 Limitation for simultaneous traffic circuits to either:
  • RWY and TWY B EAST, and/or

  • RWY and TWY Y, and/or

  • BRAVO EAST and YANKEE SOUTH (with HEL)

is:

  • Within the daylight period

  • VIS MIN 5 KM

  • BASE MIN 1500 FT

  • TWY: Helicopter

  • RWY: Helicopter or ACFT MTOM less than 7000 KG.

5  Radio communication failure
5.1 If experiencing RCF flying VFR in CTR:
  1. Squawk 7600,

  2. ACFT shall follow the routes according to AD 2
    ENTO 6 - 1, or the track and altitude as cleared, and proceed to HLDG E or W of RWY,

  3. HLDG “Checkpoint East” and “Checkpoint West” are established respectively 1 NM E and 1 NM W of RWY,

  4. Watch TWR for visual signals.

Note: During operations in training areas “BRAVO EAST” and “YANKEE SOUTH” and the associated TFC circuits, a separate RCF-procedure applies. REF AD 2 ENTO 6-5.

6  FRA Connecting Routes
6.1 FRA Connecting Routes are established between SID final waypoint and FRA Departure Connecting Point, and between FRA Arrival Connecting Point and STAR initial waypoint,
REF ENR 3.5 - 3/4 and ENR 6.3 - 25.
7  180° turn on RWY
7.1 ACFT with MOTM > 7000 KG are normally not allowed to perform 180° turn on RWY, except on the area S of THR 36 prior to departure RWY 36 or after landing RWY 18.
7.2 In special circumstances, e.g. during snow clearance or TWY closures, ATC may allow 180° turn on RWY for ACFT with MTOM > 7000 KG

ENTO AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Transverse slopes along RWY edges exceeds 1.5 % in certain areas.
1.2 The northern part of TWY W3 has a longitudinal slope of 3%.
2  Additional information
2.1 AD not to be planned as ALTN unless permission obtained from Sandefjord lufthavn AS.
2.2 Jarlsberg AD (ENJB) is located 6 NM northeast of Torp, and comprehensive aerial sporting activities can be expected in the northeastern corner of Torp CTR.
3  Aerobatic flight
3.1 Clearance for aerobatic flight in Torp CTR over the aerodrome will not be issued unless prior permission is obtained from Sandefjord lufthavn AS.
4  VFR training
4.1 Training flights with aircraft with MTOM 3000 KG or less involving use of traffic circuits for the RWY shall be performed in accordance with Landing Pattern Light Aircraft
REF AD 2 ENTO 6-3, unless otherwise instructed by ATC.
4.2 Training flights with aircraft with MTOM above 3000 KG involving use of traffic circuits for the RWY shall be performed in accordance to instructions from ATC.
4.3 ACFT with MTOM 7000 KG or more requesting a series of landing circuits with more than five consecutive landings shall obtain permission from Sandefjord lufthavn AS no later than 72 hours prior to commencing the flight.
5  IFR training
5.1 All flights for the purpose of IFR training at Torp and/or in Farris TMA are requested to file an IFR flight plan. Due to ATC capacity IFR training cannot be expected unless an IFR flight plan has been filed.
6  Areas for GND operations and TFC circuits for training with HEL
6.1 Training areas for GND OPS and associated TFC circuits for HEL are established on TWY B and TWY Y,
REF AD 2 ENTO 6 - 5.
6.2 The training area “BRAVO EAST” on TWY B includes the TWY east of TWY Y and the engine testing area on the northern side of TWY B.

Note: The engine testing area is not part of the manoeuvring area.

6.3 The training area “YANKEE SOUTH” on TWY Y is limited to the part of TWY Y between the DE-ICE platform and TWY D.
6.4 The training areas can be used for GND OPS by HEL (MAX speed 20 KT and MAX height 30 FT AGL), and as DEP and LDG zones for TFC circuits associated to these areas.
6.5 TEMP interruptions in OPS on BRAVO EAST may be expected when other ACFT must use TWY B for taxiing, and when the engine testing area will be used for engine tests.
6.6 OPS on YANKEE SOUTH and BRAVO EAST is limited to daylight hours within time limits stated in AD 2.21 item 2.3
6.7 OPS on YANKEE SOUTH and BRAVO EAST at night is limited to operators included in a special regulation agreement,
REF item 5.15.
6.8 Simultaneously, only one HEL will be allowed to operate in each of the training area, including the associate TFC circuit.
6.9 TFC circuits for BRAVO EAST and YANKEE SOUTH - including missed approaches - shall always be flown E of the AD and shall be flown within the following GEO outer limitations:

BRAVO EAST

  • Towards W: On the E side of a line 50 M E of TWY Y extended in the N direction.

  • Towards S: On the N side of a line 50 M N of internal road “Storgaten” extended in the E direction.

YANKEE SOUTH

  • Towards W: On the E side of a line along the W edge of TWY Y extended in the S direction.

  • Towards S: On the E side of the DE-ICE platform, and on the S side of a line 50 M S of internal road “Storgaten” extended in the E direction.

6.10 All OPS on training areas and in TFC circuits for BRAVO EAST and YANKEE SOUTH are subject to clearance and/or approval from Torp TWR.
6.11 A lift-off clearance fro BRAVO EAST or YANKEE SOUTH includes approval to turn eastbound and to join the downwind leg for the respective traffic circuit.
6.12 Holding on downwind for the respective TFC pattern shall always be flown on the E side of the downwind leg.
6.13 A LDG clearance for BRAVO EAST or YANKEE SOUTH includes approval for succeeding GND OPS on the respective training area.
6.14 A missed approach shall follow the pattern of the standard traffic circuit as described in AD 2 ENTO 6 - 5, unless approval for a different pattern has been obtained from Torp TWR.
6.15 If a training flight wishes to conduct OPS that are not covered by the regulation above, or OPS that are not covered by an agreement on special regulations for the relevant operator, clearance/approval shall be obtained from Torp TWR in each case.
6.16 If an operator plans to conduct repetitive OPS that are not covered by the regulation above, the operator shall contact the airport to establish an agreement on special regulations for such OPS.
7  Light intensity adjustment
7.1 Light intensity is adjustable in five stages, 1-3-10-30-100% on the following LGT: APCH CAT I/II, THR, PAPI, TDZ, aiming point, RWY-CL, RWY edge, RWY end, RWY turn pad and all TWY.
7.2 Light intensity for SFL is adjustable in 3 stages, 10-30-100%.
